To guide the development of the project, a Project Advisory Committee (PAC) was created with a diverse group of agencies and external stakeholders including representatives from the City of Angels Camp, Calaveras County, Caltrans, local fire districts, law enforcement, and others.
Opportunities and constraints were identified by incorporating prior planning and development efforts. as well as learning from past extreme weather events. The Existing Conditions Report identified map locations and characteristics of roadway assets including classification, use, ownership, current capacity, and future traffic projections.
Different areas of the county were analyzed based on risk factors including, flooding/dam failure, wildfire, avalanche, extreme weather, geological hazards, and extreme weather events such as fire and drought. The Hazard Risk and Vulnerability Assessment includes an analysis of roadway and transportation elements vulnerable in a natural disaster scenario.
The project was centered around community workshops, which included both online and in-person formats. The project was introduced to community members during Workshop #1 and the final plan was delivered to the public for review during Workshop #3.
To fully understand the complexity and uniqueness of the transportation network, a data-based platform was used to analyze traffic conditions and residents were asked to help identify priority routes and communications during an evacuation event.
To continue moving forward toward a more resilient transportation network, ongoing strategic planning is required. In addition to prioritizing resiliency projects and developing planning-level project fact sheets, continued pursuits for funding opportunities, and implementation of priority projects are essential for achieving a resilient roadway network.
